Message from the New President

 

By now I have had a few weeks to think about the kind of things our association and myself can realistically achieve for the next year or so.  Here are some of the things I am planning. 

 

First of all, I will try to build upon our existing strengths to make our association more active and visible.  With that in mind, I have asked Professor Seung-Ho Joo of the University of Minnesota, Morris to continue to serve as the association’s executive secretary/treasurer for another year.  You will recall that our association made strides in the areas of electronic correspondence, newsletter and directory publication, and website maintenance, among many others, thanks to the efforts of Professor Joo.  He graciously agreed to serve for another year for the betterment of the Association.

 

Second, I will try to promote our association and our members’ work vigorously.  To that end, we will move our association website from Professor Joo’s personal site and establish a new website address, such as www.akpsna.org.  Professor Joo and I are currently exploring getting this address.  This new website will contain, among other things, our bylaws, membership directory, members’ activities, and working papers of our members.  Once this new website is up and running, I will separate the webmaster position from that of the executive secretary so that one person can devote his/her efforts just to running the website.  I will also schedule our general membership meeting during one of the APSA’s general business meeting slots and have it printed in the program.  I will also schedule an AKPSNA reception during one of the APSA reception slots. 

 

Third, I would like us to expand our association’s horizon when it comes to research activities.  For example, we can communicate better and exchange our ideas and written work with our colleagues in Korea (and recruit them into our Association as well).  We can also invite more frequently to our activities those non-Korean scholars who are interested in Korean politics.  And probably most importantly, I think we need to pay attention to those scholars in the discipline who are doing general theory building based on other areas of the world.  A lot of what we do can be tied to what they do, but in the absence of communication with them, they simply do not know the existence of our work.  We can learn from their theory development, and they can borrow our cases to support their theory.  With these goals in mind, I have asked Professor Eliot Kang of Northern Illinois University and Professor Jongryn Mo of Yonsei University to co-organize the 2002 annual meeting program.  Professor Mo will recruit quality papers from Korea, and Professor Kang will do the same in the U.S. and communicate with the APSA.  I would like to see the papers presented in our panels published in major disciplinary journals in the U.S. 

 

Fourth, I would like to see increased interaction among our association members.  To that end, we are planning to update our membership directory, although it has been only a year since the last membership directory was published. 

 

Finally, I would promote transparency in all the activities of the association.  If we sponsor or co-sponsor an academic event, I will announce it in advance and provide every opportunity for our own members to participate in it.

 

It seems that our association is going through a generational change.  I will do my best to continue the tradition of excellence that our senior members have established.  I also hope that they will continue to participate in the association’s activities and decision-making processes as well as to support the association both emotionally and financially.  Please do not hesitate to contact vice president Aie-Rie Lee, executive secretary Seung-Ho Joo, or myself if you have any suggestions, concerns, or ideas to convey.

Prof. Aie-Rie Lee (Texas Tech Univ.) was elected Vice President by the Governing Board.

Governing Board

Three new governing board members were elected at the 2001 APSA meeting in San Francisco. The newly elected governing board members are: Prof. HeeMin Kim (Florida State Univ.), Sunhyuk Kim (Univ. of Southern California), and Seung-Ho Joo (Univ. of Minnesota-Morris).   

 

Executive Secretary-Treasurer

Prof. Seung-Ho Joo (Univ. of Minnesota-Morris) was reappointed Executive Secretary-Treasurer of the association by Prof. HeeMin Kim, the new President.  

 

2001 APSA ANNUAL MEETING in San Francisco: REPORT

AKPSNA featured three panels at the annual meeting of the American Political Science Association, Aug. 30-Sep. 1, 2001 in San Francisco. MR. TAEHYUN YOO HOSTED DINNER

 

Mr. Taehyun Yoo, Korean Consul General in San Francisco, kindly hosted a dinner banquet on August 31 for AKPSNA members attending the 2001 APSA meeting. About 40 AKPSNA members and its program participants were present at the dinner. We would like to express our deep appreciation to our generous host, Mr. Yoo.

 

CALL FOR PAPERS: APSA 2002

The next annual meeting of the American Political Science Association will be held in Boston, August 29-September 1, 2002. The Association of Korean Political Studies in North America (AKPSNA) is seeking paper proposals and volunteers to serve as panel chairs and paper discussants. The AKPSNA program co-chairs, Mo Jongryn (Yonsei Univ.) and Eliot Kang (Northern Illinois Univ.), encourage co-authored papers, if appropriate, in order to have as many participants as possible.

 

Papers on any aspect of Korea's domestic politics and foreign relations are welcome. Paper proposals should include paper title, abstract, name(s) of  (co-)author(s), address, phone number, fax number, e-mail address, and institutional affiliation. Please submit proposals by December 1, 2001. Email proposals are encouraged.

Asian Women seeks submissions for a special issue titled “Sexual Trafficking”, slated for publication in winter 2001. News Update

 

Prof. Victor Cha was tenured and promoted to associate professor in the Department of Government and School of Foreign Service at Georgetown University.  He is Director of a new project at Georgetown on the Future of American Alliances in Asia.

David C. Kang (Dartmouth College) was promoted to Associate Professor with Tenure in July 2001.

 

Prof. Keon S. Chi (Georgetown College) has been appointed editor-in-chief of The Book of the States, a reference source book on the 50 state governments and territories in the United States. He also serves as editor-in-chief of The Journal of State Government (Spectrum), a quarterly journal for state policymakers and research scholars.

 

Prof. Gill-Chin Lim finished three years of founding deanship at the School of Public Policy and Management, KDI, in Seoul, Korea in July 2001. Beginning August 2001, he resumed his professorship at Michigan State University as MSU Endowed Professor of Asian Studies in a Global Context. He will continue work for both institutions to develop joint educational and research programs.

 

Dr. Lee Jong-ryool, former minister of political affairs in the Korean government and now chairman of the Research Institute for New Korea (www.rink.or.kr) is publishing a new book in Korean entitled "The Korean Presidency." The book analyzes Presidential politics from Rhee Seungman to Kim Daejung and offers prospects for the forthcoming 2002 Presidential election.

Background information ON THE BYLAW AMENDMENT

 

Former-president Park Kyung-Ae appointed a bylaw amendment committee composed of Professor Kim Ilpyong (Univ. of Connecticut) Professor Aie-Rie Lee (Texas Tech) and Professor Wonmo Dong (chair) (Southern Methodist Univ.) to come up with necessary amendments to the bylaws to remove ambiguities in the current bylaws.  The committee submitted their proposed amendments to the governing board in August 2001.  The governing board, after considering the proposed amendments, made minor modifications by a unanimous vote.  Now it is time for the general membership to determine whether to ratify the proposed amendments.  According to our current bylaws, it takes a majority written vote of all dues-paying members. Please participate in this ratification process by returning your ballot by mail to Prof. Seung-Ho Joo.

AMENDMENTS TO THE BYLAWS OF THE AKPSNA

Article III: Membership any [Korean] political scientists. . .

 

Article V:  Officers, Elections, and Functions

 

  1. The Governing Board shall be composed of seven members, elected for staggered three-year terms by a plurality vote of the due-paying members present at the annual membership meeting (the due-paying members). Elections shall be held in each ensuing year to replace those members whose terms have expired. Board members may be elected to two consecutive terms of office.

 

  1. The Governing Board shall, by a majority vote, elect a President (Chairperson/President), who shall be the chief executive officer of the Association, and a Vice President (Vice-Chairperson/Vice president), who shall serve as president (chairperson) in the absence of the President (Chairperson).  There will be a run-off election between the top two vote-getters in case no one receives a majority in the first vote.  The President (Chairperson) and Vice President shall be elected for a two-year term (each year).

      

  1. The President (Chairman of the Governing Board) shall appoint Executive Secretary-Treasurer and other officers . . .

Article VIII: Amendments

 

Whenever a majority of the Board or one-third of the due-paying members deem it necessary to amend the bylaws, the proposed amendment(s) shall be communicated in writing to all due-paying members and shall be ratified [at the general meeting or a special meeting for such purpose. Ratification shall be by the majority of the due-paying members present at the meeting. Such amendments may, in the alternative, be ratified] by a majority vote of all written/electronic ballots submitted by due-paying members [and waived by them of the necessity of meeting].

 

These Amendments to the Bylaws shall be effective six months after ratification by a majority vote of the due-paying members of the Association.
